Interpeace, a Swiss non-profit organisation, works in close partnership with the United Nations, with the aim of building lasting peace. Interpeace has a two-fold mandate: (i) to strengthen the capacities of societies to manage conflict in non-violent, non-coercive ways by assisting national actors in their efforts to develop social and political cohesion; and (ii) to assist the international community ( and in particular the United nations) to play a more effective role in supporting peacebuilding efforts around the world through better understanding and response to the challenges of creating local capacities that enhance social political cohesion.
Chaired by former President of Ghana, John Kufuor, and headquartered in Geneva, Interpeace is supported by bilateral and multilateral donors as well as private funding. The organization is currently active in Africa, Central America, the Middle East and Southeast Asia. Interpeace Regional Office for Eastern and Central Africa manages the Organization’s programmes in the Somali region, Rwanda and Burundi. All these programmes are carried out in close partnership with local peacebuilding organizations.

General Position Summary
Under the general supervision of the Interpeace’s Eastern and Central Africa Regional Director and in close collaboration with the Programme Officer for the Great Lakes, the Monitoring and Evaluation Officer will be responsible for implementing and coordinating a monitoring and evaluation system for the Great Lakes Regional Peacebuilding Programme and to analyze programme progress in terms of outcomes and output. The officer will produce periodic programme progress reports and have a key role in monitoring and advising on necessary adjustments to the programme implementation strategy and activity plans. More broadly, it is envisioned that the DM&E officer will serve as Interpeace ECA office’s focal point regarding DM&E matters within the organization and for Interpeace’s partner organizations in the field. Being a member of the core programmatic team for Interpeace’s work in the Great Lakes Region of Central Africa, the DM&E officer will generally collaborate with other members of the Interpeace ECA team especially the Regional Director the Great Lakes Programme Advisor and the Communications Officer. The position requires frequent travel to the field. The duration of the contract will depend upon availability of funding.
Principal duties include:
  • Lead the implementation of an effective Design, Monitoring and Evaluation System (DM&E) for Interpeace’s Great Lakes Regional Peacebuilding Programme and the programme’s partner organizations, including develop appropriate qualitative and quantitative indicators  for the monitoring and evaluation of the e programmes progress against targeted outcomes (changes) and longer term impact;
  • Support the implementation and appropriate use of the system tools among Interpeace and partner organizations for collecting and capturing required data; ensuring that the developed tools are in place and being followed.
  • Support on a daily basis the programme’s partner organization’s collection, analysis and reporting of regular, accurate and standardized programme activity monitoring data;
  • In conjunction with the ECA Communication Officer , develop a system that links tracking and dissemination of information on programme progress and attainment of results from on-going activities implemented through the Great Lakes regional peacebuilding programme, keep the system up to date to be able to provide ad-hoc responses regarding programme progress;
  • Continuously analyze the collected data to evaluate progress of the programme and there upon develop recommendations and measures to ensure that programme implementation and achievements of outcomes can be accomplished as planned;
  • Highlight to the Interpeace Great Lakes team any deviations that occur in the implementation of the regional programme’s activities, so that opportune interventions and corrections can be made timely; feed into the review of strategies and action plans of the programme to ensure that programme implementation and achievements of outcomes can be accomplished as planned
  • Produce periodic reports, as requested by the Programme Officer, on the progress of the programme activities, outputs and the degree of achievement of outcomes (short, medium and long term) to determine and monitor the level of attainment of quantitative and qualitative indicators;
  • Constantly monitor social, economic and political changes in the Great Lakes region relevant to the programme’s progress;
  • Initiate measures likely to improve the monitoring and evaluation system of Interpeace and its partner organizations
  • Develop among the partner organizations the technical and analytical skills and capacities as required for key staff that will be directly engaged in DM&E activities; contribute to continuous DM&E capacity building of Interpeace staff and partner organizations;
  • In collaboration with Interpeace global Learning team contribute towards the development of an Interpeace specific DM&E system globally by bringing in the knowledge and experience from the ECA programmes and the Great Lakes programme in particular.
  • Stay up to date on latest DM&E research and practice in the field of peacebuilding and participatory interventions; inform the Programme Officer of new findings relevant for the programme.
  • Providing additional support to the Interpeace Great Lakes team as called upon.

Requirements
  • Fluency in English and French required;
  • Masters’ Degree in a related field such as monitoring and evaluation or projectmanagement;
  • At least 5 years relevant work experience, including at least three years M&E experience inthe peacebuilding or related field;
  • Proven previous experience in systems building and management skills, particularlyregarding the development of comprehensive, internally consistent and systematic DM&Esystems
  • Proven skills in monitoring and evaluation data collection and analysis, proficient in DM&Edatabases, excel spreadsheets, surveys, etc. Previous exposure to Outcome Mappingapproach is a clear added value;
  • Field experience in a conflict-affected or post-conflict country highly desirable;
  • Knowledge of and documented commitment to the field of peacebuilding highly desirable;
  • Excellent research and reporting skills;
  • Excellent verbal and written communication skills; culture sensitivity
  • Able to work in a team environment and also independently
  • Proactive and result oriented working style
  • Flexibility, including regarding working hours and short-notice availability
  • Evidence of strategic thinking and proven ability to organize, plan and prioritize work;
